Tried looking through http://xwis.net/forums/index.php/topic/182360-cc-red-alert-2-windows-8-windows-10-fix/

Failing that you could try downloading http://downloads.cncnet.org/updates/yr/Resources/ts_ddraw.dlland placing into your game directory (rename from ts_ddraw.dll to ddraw.dll)

i try placing the ddraw.dll into my game directory and i can tab but it lags to slow any more solutions ?
