I apologize for posting it here but it wouldn't let me post under reports to be investigated. He was using a cheat that allowed him to build anywhere on the map. This is evident in his recorded screen shots of the game. You will see pill box's in the middle of nowhere. Also, on top of this, he was map hacking as seen by his screen shot of the map entirely revealed.

As far as I can tell, this is an open and shut case. I normally don't report cheaters but if I had lost to him because of this I would have been less than happy.
