It is a problem that some users have. Search the archieves. IIRC there was no solution found but you could try

1. Turning hardware acceration off
2. Updating graphic drivers
3. New graphic card (different chipset)

The solution to this problem is as follows:

1. After updating to version 1.006, open your RA2 folder.
2. Delete language.mix.
3. Reinsert your Red Alert 2 CD.
4. Click Explore CD.
5. Open folder INSTALL.
6. Open Game1.
7. Copy this language.mix to your RA2 folder.

It is the original, unmodified file of the same size, which fixes the stop and go action described by Metalhaven. I exhausted our troubleshooting resources and many others' before finally finding the simple fix on a random tech forum.

What's the difference between the two mix files?

One works for most. One works for all. The patch modifies the file. On some computers, the modification makes the audio and video components fall out of sync. For instance, the mission briefings are like watching a foreign film. You see the actors' lips moving, but their words are delayed. The missions themselves lag whenever the lieutenants speak, "Building, construction complete, new construction options, ore miner under attack, training, unit ready," etc., so I assume the technician figured the problem was the file that controlled these sounds.

Did EA suggest this? I'd be interesting to find out the differences between the two files and the exact cause.

No.

irdaze does not specify the difference or the cause. The files are the same size, so perhaps the way the file is called has changed?

Yes, it does. I experienced the same side effects. Do you have Yuri's Revenge? After I installed and updated Yuri's Revenge, this problem was fixed as well.
