Been away, need help logging in...

Haven't played in years and want to start again. I can get onto my RA2 and play the computer but can't seem to get online to play real people. Please help.

I just have a question about cheats. When I have asked questions online, people say things are "glitches" not a cheats, and then tell me that cheats are not allowed online. So I was wondering... Two things have happened to me a lot in the past little bit. 1) All of a sudden I can't build. I still have my mcv and neccessary buildings, but I can't build anything new. 2) I bring an engineer (or two...) into someone's not-very-well-protected base but instead of going into the buildings and taking them, the enginneer "bounces back" like it is not allowed into that building. The enginner isn't killed by it, but is not able to take the building. This happened to me today with a war factory and an ore refinery. Any answers would be very helpful.
