How do I use the RA2 qm resolution patch?

Erm, you d/l it, double click the .exe file, press OK, then it says RA2 was patched. Done. :huh:

When I double click the file, it says "Windows cannot open this file. I order to open it, Windows needs to know the program that created it." Or something like that.
