No, 44FPS is not alright in the first two minutes. You can quit laggy games in the beginning and not lose points.

Its called the bail in lag rule. If the game was at no point above 45fps (roughly) and lasts less than 3 minutes no points are awarded. It was designed to allow players to quit in laggy games without losing points.
