Trying to get OBS as smoooth as it can get, the people from obs told me i should run in window mode in order to get obs gamecapture to see red alert 2.
Any help ?

Make a shortcut to RA2 and put the -win parameter in the Target entry in its properties.
Like...
"C:\Path\To\RA2\game.exe" -win

Im kinda new with these things.
Do i need to put the line in ra2.ini ?
I tryed to change this "C:\Users\john\Documents\Red Alert 2\game.exe" with putting the -win behind it but it didnt save it.

No, the ini has nothing to do with this, unless you want to correct the resolution of the window.wtf lol
Im kinda new with these things.

Why don't you use OBS Studio instead? It records both full screen and windowed mode just fine on Win 7.

Well, I was about to make a little tutorial with images, but come to think of it, there really isn't anything to write. I just used the default settings that OBS Studio came with after I installed it, except for the Desktop (and Mic) Audio Device I had to select the ones I'm using. The rest of the settings are pretty straight forward. With streaming I just selected Twitch then added my Stream key. Just play around with it yourself, and if you have any questions I'll try to answer it.

When i have gamecapture as source (only gamecapture) i have blackscreen,but when i put windowed source below gamecapture i have screen,but does the gamecapture work ?
I mean do need to have more source's or can u do it only with gamecapture ?

When recording RA2 in windowed mode, use 'Windows Capture'. When recording in full screen, use 'Game Capture'. Game Capture doesn't seem to be able to capture RA2 in windowed mode. The following might help...
I have a Radeon R9 290x GPU installed, which despite it's age is still pretty decent. The GPU makes a lot of difference with performace when it comes to video game recording/streaming. That said, here are
the settings that work for me...
My MAIN PAGE looks like this:
Note that in this screen shot, under Sources, I only have 'RA2 Windows Capture' (just a name I made up for this option) enabled as I was recording/streaming RA2 in windowed mode at the time. You can enable/disable a Source by clicking the EYE icon.
When recording/streaming in WINDOWED mode, use Windows Capture: (Right-click inside the box under Sources -> Add -> Window Capture).
Sample of RA2 in Windowed Mode at 1280x720:
When recording/streaming in FULL SCREEN mode, use Game Capture (Right click inside the box under Sources -> Add -> Game Capture).
These are my VIDEO SETTINGS (File -> Settings -> Video) or just click the 'Settings' button at the bottom right of the main page then click 'Video'.
I gave up on OBS Classic because sometimes it worked, and sometimes it didn't. I'm not sure what I'm doing wrong. But OBS Studio seems to work all the time for me.

My red alert 2 isnt windowed some how,i saved the -win behind the location ??
But i got window mode to work
And is this mode really faster then monitor mode ?
Coz it feels like its a little more laggy

I don't know tbh because for me the speed is the same either way. I'm not much of a streamer so I wouldn't know how to optimize it I'm afraid, I just know how to make it work.

like fir3w0rx said it depends a lot on your hardware, even if ra2 is an old game, it requires quite some graphical power to play and stream a game, if you have just like a prebuild office pc then most likely there wont be an expensive gpu inside, wich most likely is the reason its not as fast as you would like, or maybe your cpu, or combination of both.

Yeah, large screen resolutions and streaming didn't even exist on home computers yet back in 2000 when RA2 was released . Your internet's upload speed also affects the speed of your stream.
