It's pretty big for a scouting unit. 
I played GGsMate, yesterday on Heartland (I asked "I get TL?" on beginning and he agreed, so he took BR. If I knew he was TL, then I would have taken BR, but he's very nice fair player).
In first tank fight I made like 50 dogs on 15 tanks. This didn't work well. He said I needed to teach my dogs to eat tanks.
So for 2nd tank fight I figured making Tesla Troopers might work: http://xwis.net/ra2/screenshots/8334784/
And he started making dogs: http://xwis.net/ra2/screenshots/8334789/
Tesla Troopers won!

Those huge scouting units in REBORN.
Dogs are scouting units in RA2, too, and I used them as tank fodder and it didn't work out well... Because dogs can't eat tanks. So I made Tesla Trooper instead and rocked the game!

Well, the mod looks great, especially from an observer standpoint.
I checked out some YouTube videos, and they all start with 50000 $.
(skip to 6:30 - LMAO, Soviets have a Bear unit which makes Crazy Ivan sounds and is basically indestructible
)
I doubt it's very balanced and suited for competitive play.

Nice mod, but I'd rather a tournament in Speeder's Mental Omega. I'd be willing to sponsor a decent prize money for that to happen (was gonna try to start one years ago, but the lack of a save feature pissed me off ).

Hey fir3w0rx, I'd love for such tournaments to happen in Mental Omega. We're working hard to prepare a new version that will work flawlessly enough to hold one with no tech or balance issues. 
Reborn should get a proper update as well if it's still based on the outdated NPatch.
