I had that, too: http://xwis.net/forums/index.php/topic/182642-game-freezing-and-hof-eligibility/
And I still get it, randomly, sometimes in a row.
You have to set your RA2's affinity to 1 CPU core. But you have to do that every time you start the game, which is annoying. You do this in the Task Manager.
The other solution is to set RA2 to compatibility mode with Windows 98 (or even 95). Then it's limited to 1 CPU automatically. This is the easier solution, though this doesn't work well for me.
I guess you have an Intel Core-i processor, too?

Intel Core i3-2370M has 2 Cores and 4 Threads.
My wording might have been wrong, but setting affinity as I said in task manager or setting compatibility to win98/95, as you did, gives RA2 only 1 Core and 1 Thread - which works best for RA2.
Yes, it definitely does matter!
Good luck, mate!
