System Specs:

Windows 10 Home(did everything correct for this in support)

HP notebook 2000z

4GB RAM 3.60 usable

AMD E-300 APU with Radeon™ HD Graphics 1.30 GHz

64 bit operation system x64 based processor

if i play fullscreen which is 1366x768 i get lucky if 40 fps.

if i play 1024x768x16 i get 50 sometimes

 

IF theres any help with AMD Catalyst control center configurations that people use for this game or anyone that can help me out to run at a higher speed it be greatly appreciated thank you and yes i have my power settings set as (High Performance)

He did. If you read his post you'd know this or perhaps not, because you don't know what an APU is, mister tech support guy.

So much for this. The lag is actually due to Windows 10 and there is no fix other than installing Windows 7.
