It is precisely 15 cells from the left and 42.5 cells from the top, inclusive. This applies as measured against the visible area of the map. 

 

I'm not sure what measure you are looking for, but using these figures you are able to precisely recreate Lspawn's location

You can turn "coordinates" on in the hot keys section, then pressing this key will display coordinates by your cursor in an (x,y) format. This means if you know the derrick on south pacific is at (30,60) coordinates you can send your engineer there more precisely.
