It means that the game has no write access to it's directory or to the video hardware, though usually it's the latter.
Install the game outside of program file's directory. Eg : "C:\Games\Red Alert 2\"
To avoid further problems also install this : http://www.microsoft.com/en-us/download/details.aspx?id=8109

Also I read somewhere you can change the res in the rasetup file.. which I do not see in this install..

Yes.. when I moved the folder outside program files it said TXT_PREPARECOM_FAILED. When I ran as admin, it went right back to unable to set the video mode

I see no ra2.ini file.. no ini files. Only ra2.mix ..along with all the other files.
xwis, wolapi, wolapi, theme, red alert 2.exe, ra2.mix, nl, multi, mph, movies01, maps01, language, conquer, blowfish, binkw32, taunts, rmcache

Please download this : http://cncftw.com/Data/2_Patches/RA2_Unofficial_Patch_v1.6.8.exe
Install it to the game folder (double check the installation directory or it won't work) eg: C:\Program Files (x86)\Red Alert 2
Start the game from the desktop icon or from the start menu shortcut.

Did you install the DirectX Redistributable package that I linked you to?

I've started to see this error surfacing recently on somewhat new nvidia drivers
might try downgrading a couple of older versions, see if that makes a difference

1. Uninstall your current driver for your graphics card.
2. Download and install this driver : http://www.nvidia.com/download/driverResults.aspx/77223/en-us
3. Disable auto update of drivers on Windows to prevent Windows from re-installing the new driver. (set to notify you of updates)
4. Report back.
5. Try a different driver if the above fails. : http://www.nvidia.com/Download/Find.aspx?lang=en-us
Note : I picked the same driver release version that I'm using as it's working on my own PC without any issues, how ever the end results can vary with different hardware and software setups.
Nvidia seems to pack all of the new drivers into one package anyway so the card model shouldn't be an issue. By the way the driver linked at step 2 is for 32-bit Windows 8.1. You can use the link in step 5 to find an alternative if your operating system differs.

So I got it to run by using the newest video driver (even though it said I already updated it, idk). I bought a serial .. when I put the pass and nick in, it hangs on Connecting to XWIS? Also.. is there a way to change the passwords for nicks?

Check you are running in XP compatibility mode SP3 as will as admin.
You need to use the password supplied in your game account http://xwis.net/game-account/

Got it running.. how do you get it to play in highest possible res? Seems like the one you pick in the settings is still very low.. seen people run it much higher?

ok so the game will run when I use ra2.exe .. and I can play etc .. but it says 'extra maps not enabled'
when I use Red Alert 2 exe it will go to the blimp screen and lock up ..
