Are sea scorpions effective/decent against dolphins? or are submarines the only soviet counter?

Yeah, subs, just watch out for Tanya! And don't use squids against them either, they're weaker. If the dolphins are near the shore (probably attacking your naval yard) and you don't have any, or enough subs, use desos, or force-fire the water with a few tanks or sentry/testa coils where the sonar is coming from. Also, before placing your naval yard down, move the "placement-box" around the shore a little. If you can't place it where you normally can, that means there are dolphins there.
Sea Scorpions are great as anti-air defences though.

I think in piscinexs patch you could counter dolphins with them but im not too sure
