If you have a red ping to yourself that ussually suggests that there is a firewall issue. Make sure you turn off/make exceptions on your custom firewall (mcaffe,norton,avg or whatever it is) and also windows firewall/defender (i suggest turning this off if you can easily use your custom firewall).
If you use a router then even that has a firewall. Search the name of your router make on google for the i.p. Once you got it log in with your details and go to router secruity. You have an easy option of putting router in dmz (best for gaming) or you can port-foward to ra2 specifically (i have the port lists but you can just google them "ra2 port-fowarding).
