No.
Why not? Try going to quick match... You will more often get a message saying "Error timed out" simply because there are not enough players on the game.
World domination uses a similar matching method, so it would be pointless to fix it.

never had time out ? quick match always works for me

If you don't get matched vs somebody in a certain amount of time (I'm sure Frequenzy can tell you how many seconds) you get a message saying you have been timed out. Then you have to go qm again

Yes, it makes more sense. But in our day and age there's simply not enough players around. It made no difference back in the day or otherwise it would have probably been changed.
I'm guessing that the developers didn't include it in Yuri's Revenge as it was redundant.
