yes you must provide full prove that they cheated.
Depending on the type of cheat that would include screenshots, with the cheaters name on appropriate screenshots to prove who the cheater is, sync file if it was a reconection error, replay to prove maphack, gamestats etc. However every cheat report must include screenshots - read here for more details >>>> CLICK
